The carrier of the human potential of the country is its population, the indicators of quantity and quality can be used for its characteristic as the categories which reflect the important aspects of the objective reality. On the background of depopulation processes and constant decrease in population (quantitative characteristic), the formation of the appropriate level of human resource can be possible under condition of the provision of the high "quality of the population".
In order to solve this problem within the public health system, it is expedient to carry out the dynamic monitoring, analysis and assessment of the health state of the children with a parallel dynamic control of the conditions of their lives.
On the basis of performed comprehensive study of the process of the children's population health formation, the principles for the optimization of the dynamic monitoring of the health state of the children in the public health system (the principle of parallelism, real prediction, dynamism and complexity of monitoring, stratification of the contingents, informativeness of the indicators, versatility of the assessments and informatization of the system) were scientifically substantiated and formulated.
The development and implementation of the dynamic monitoring system of the children's population health state into the practice of public health institutions, taking into account the developed principles, will allow us to optimize medical-and- preventive provision of the children's population at the current level.
