CONSUMPTION OF NICOTINE-CONTAINING PRODUCTS AMONG CHILDREN AND YOUTH: ANALYSIS OF PREVALENCE, DETERMINANTS AND REGULATORY GAPS

AIM. To examine current trends of nicotine product use among youngsters, explore the factors driving addiction, identify major gaps in existing legislation, and propose practical policies for effective regulation and control of these products.
MATERIALS AND METHODS. The study is based on a review of international reports by the World Health Organization (WHO), the European Commission, the US Centers for Disease Control and Prevention (CDC), the Food and Drug Administration (FDA), publications in the scientific databases PubMed and Scopus for the period 2010–2026, as well as a critical analysis of regulatory mechanisms and marketing practices of tobacco manufacturers.
REVIEW. A systematic analysis reveals a steady global trend towards diversification of the nicotine product market, accompanied by a parallel increase in its popularity among young people. Key determinants of this phenomenon were identified: aggressive marketing strategies by manufacturers, widespread use of flavourings, high product availability, weak enforcement of age restrictions, and the psycho-emotional vulnerability of adolescents—which, in the context of war in Ukraine, becomes particularly acute. A significant regulatory gap was found between the dynamic market development and the slow updating of the legal framework, exemplified by the rejection of Draft Law on the regulation of nicotine pouches.
CONCLUSIONS. The spread of new nicotine-containing products among children and young people is caused by a combination of diverse factors. At the same time, the key problem identified during the review is a significant regulatory gap, which requires urgent elimination. To reduce the threats of early addiction, a comprehensive approach is needed: updating legislation, controlling promotion, restricting online sales and flavors, observing age restrictions, and providing educational courses. The application of the recommendations of the WHO and the European Commission with adaptation to the national legal framework is an extremely important aspect for the healthcare sector in Ukraine.
