The state target programs as an instrument of public health state policy in Ukraine

Objective. We determined the main conditions of the application of program-target planning in the development and the implementation of national comprehensive programs aimed at the realization of public health state policy of Ukraine. Materials and мethods. Analysis of legislative acts and standard-methodical materials in the sphere of public health of Ukraine and also the analysis of documents and scientific-methodological materials of the WHO and other international institutions, monitoring of the implementation of the state target programs in public health. Results. Urgency of the problem is connected with a necessity of a detailed study of state planning in the field of public health in Ukraine. The state target programs, realizing the goals and the objectives of the state policy of Ukraine, should become its basis. We present the analysis of the main legislative documents in the sphere of state programs by the example of inter-branch comprehensive program "Health of Nation" for 2002-2011 as one of the most large-scale, based on the principles of the WHO, during the time of the independence of Ukraine. There are the results of the implementation of the scientific part of the program. The importance and the main shortcomings of the program are demonstrated. A main direction of the state policy in public health is demonstrated to have to become a provision of its integrity at the expense of the unified approaches to planning.Downloads
